Between 2023 and 2026, the software development industry in Ukraine faced challenges due to the ongoing Russian invasion that began in 2022. Despite this, Ukrainian IT companies exhibit remarkable consistency and continue to thrive, demonstrating unprecedented resilience.

IT outsourcing firms effectively met their commitments to customers, ensuring the satisfaction of existing clients while securing new contracts. Remarkably, IT remains one of the few growing industries in Ukraine, with the financial capacity to fulfill tax obligations promptly and driving service exports. 

The volume of IT services increased by a significant 13% in the first nine months of 2022 compared to the previous year, amounting to $5.5 billion, according to data from the National Bank of Ukraine. Currently, the IT sector contributes to nearly half of the total service exports.

By 2024, IT exports accounted for 37.4% of total service exports, although this was a slight decline from 41.0% in 2023.

This figure represents a 4.2% decrease, or $280 million less, compared to 2023. However, the rate of decline has slowed, as last year saw a record drop of -8.5%.

The United States remains the leader among countries driving revenue for Ukraine’s IT sector in 2024, contributing $2.397 billion in foreign currency inflows. This accounts for 37.2% of the total IT export volume. The United Kingdom of Great Britain and Northern Ireland follows, contributing 8.8%, or $564.98 million.

The top ten countries generating the most revenue for Ukraine also include Malta, Cyprus, Israel, Switzerland, Germany, Poland, Estonia, and the United Arab Emirates. Collectively, these ten nations accounted for $5.15 billion, or 79.9% of the total export revenue from IT services in 2024. 

Looking ahead, Ukraine’s IT outsourcing market is projected to generate $1.2 billion in revenue in 2025, according to Statista. As the industry continues to evolve, it aims to strengthen its position as a key driver of Ukraine’s economic recovery.
